Launch of a further call for evidence on cross-cutting themes

The Wales Net Zero 2035 Challenge Group (the Group) is launching a further open call for evidence on a series of cross-cutting themes that support a net zero transition. 

From 17th January to the 16th of February, the Wales Net Zero 2035 Challenge Group will be accepting evidence on the following key themes: 

  1. Finance – what is the role of innovative finance mechanisms in driving net zero by 2035? What scale of finance will be needed? 
  2. Just Transition – we want to pursue a fair and inclusive approach to all aspects of net zero by 2035: how can a just transition be maximized?  
  3. Nature – what is the role of nature and how can maximum value for nature be delivered alongside net zero by 2035? 
  4. Digital and Technology: What are the key enabling technologies to deliver net zero by 2035 and how can technological developments bring maximum benefits to Wales? 

In considering the key themes above, please demonstrate how action in these themes would contribute towards the Group’s five Challenges: 

  1. How could Wales feed itself by 2035?    
  2. How could Wales meet energy needs by 2035 whilst phasing out fossil fuels?      
  3. How could Wales heat and build homes and workplaces by 2035?     
  4. How could people and places be connected across Wales by 2035?    
  5. What could education, jobs and work, look like across Wales by 2035?  

Whilst we have outlined a list of key themes, we are also open to accepting evidence on our remaining cross-cutting themes, detailed below: 

  1. Engagement & Communication – what are the opportunities for engaging Welsh society? How should we communicate the vision for this Challenge?   
  2. Education & Skills – what are the future skills requirements to enable this change? What is the role for education in driving this change?   
  3. Futureproofing – will the changes identified lead to any perverse outcomes that are not aligned with the goals of the WFG Act? Are there any emergent/longer term issues associated with this Challenge we should consider?   
  4. Governance & Legal – what reserved policy changes and/or additional devolved powers are needed to deliver the changes identified? What governance and institutional changes are needed in Welsh Government and associated public bodies?     
  5. Psychology & Behaviour – how can the required behaviour changes that are needed be delivered?  What is the role for changes in worldviews and values in enabling the change?   
  6. Circular economy – how could we apply circular thinking to this challenge? Are we creating potential resource challenges?    
  7. International impacts – what are the implications for carbon leakage/offshoring of externalities in the changes we have identified?    
  8. Co-benefits – what are the key opportunities across our challenges to deliver multiple benefits for Wales, beyond emissions reductions?
